Peregrino Toro finds a strange rock. He sends it to his uncle, General Policarpo Toro, an amateur geologist.

Policarpo receives the rock and recognizes it immediately as coal. He decides to evacuate Vicuna and mine the island.

Policarpo announces the evacuation to the Vicunans. The people are outraged, but terrified of Gen. Toro and his men.

The people meet to discuss their future. Renaldo Ormin, a young man, galvanizes the people.
