The Vicunans declare themselves to be a free people and an independent nation. La Republica de Vicuna is born, and the Vicunan Statement of Secession is written.

An unidentified Vicunan messenger brings the Statement to Policarpo. Enraged, the general kills the messenger. Policarpo sends three soldiers to crush the rebellion.

The Chilean soldiers arrive, and attempt to force the islanders to leave. One defects to the Vicunan side, a second is killed. The third escapes and returns to Gen. Toro.

Renaldo Ormin marries Isabel, Policarpo's illegitimate daughter.
