The Chilean government denies that anyone has ever inhabited la Isla Vicuna. Eyewitnesses claim to have seen it unfold. While some historians still disagree, much evidence has surfaced.

In fact, some of the most reliable information comes from General Toro's own files. Apparently haunted by a guilty conscience, Toro saved many of the crucial documents. They were later found after his death in 1968.
