The council met through the night. A statement of secession was written, and typed on the island's only typewriter. A brave young man (sadly unidentifiable) volunteered to travel to the mainland and deliver the Statement to Policarpo. The Vicunans had no intention to leave. Again, it's unclear exactly what happened to the unknown messenger. We know that General Toro received the Statement of Secession, because it was found in his files. We know that the messenger never returned. It is assumed that the general, enraged by the Statement, shot the messenger. A young man was found dead on the street the next day, unknown by any mainland locals. A reporter snuck into the morgue and shot a photo.
